Construction Quality Inspection for the Niaozuitan Artificial Lake Project

Background

The Niaozuitan Artificial Lake Project is planned and constructed by the Central Region Water Resources Branch. To ensure quality control during construction, the Planning Branch was responsible for for the quality inspection of earthfill placement.

A site laboratory was established within the work zone and successfully accredited by the Taiwan Accreditation Foundation (TAF). Working in synchronization with the construction schedule of the Central Region Water Resources Branch, the laboratory conducted on-site testing—including field density tests (sand cone or water replacement methods) and sampling—at designated locations.

The collected samples were tested in the laboratory in accordance with CNS, ASTM, and USBR standards. Tests performed included maximum and minimum index densities, sieve analysis, compaction tests, moisture content, and soil classification. The resulting test reports served as key references for project quality control.

Results

Earthfill works for the artificial lake were completed in October 2023. From receiving TAF accreditation in October 2020 to the project’s conclusion, the Niaozuitan site laboratory issued a total of 7,442 test reports, providing rigorous quality assurance for the construction. The laboratory was officially demobilized on December 21, 2023.
