I. Evolution & Technical Manuals

  • 2010: Manual for Coastal Protection and Environmental Restoration Planning
  • 2011: Operational Manual (Draft) for Coastal Ecological Habitat Assessment and for Developing Engineering Impact-Mitigation Measures or Alternatives
  • 2012: Technical Manual for Coastal Protection and Eco-Engineering (Draft; with CD)
  • 2014 — approved by WRA: Reference Manual for Basic Data Observation and Investigation in Coastal Protection Planning (General Seawalls)

II. Purpose & Scope of the 2014 Reference Manual

  • Purpose: To establish clear and unified items, methods, and requirements for basic data observation and investigation in coastal protection planning; to obtain high-quality disaster-prevention/mitigation data; and to build a basic database for general seawalls as a basis for planning, design, and construction.
  • Scope: Applicable to the WRA and its subordinate agencies for basic data observation and investigation related to coastal protection works and planning within their jurisdictions.
  • Workflow: Conducted in accordance with the manual (see Fig. 1).

III. Current Data Volume (Total 9,255 records)

  • Benthic organisms: 572
  • Attached (sessile) organisms: 285
  • Phytoplankton: 1,173
  • Zooplankton: 338
  • Fishes: 138
  • Birds: 1,280
  • Vegetation transects: 4,750
  • Vegetation plots: 719

IV. Key Value (Highlights)

  • Establishes consistent observation/investigation standards and a database to support planning, design, and construction of coastal protection.
  • Provides a decision foundation for disaster prevention/mitigation and ecological management, improving data quality and usability.
