II. Purpose & Scope of the 2014 Reference Manual
- Purpose: To establish clear and unified items, methods, and requirements for basic data observation and investigation in coastal protection planning; to obtain high-quality disaster-prevention/mitigation data; and to build a basic database for general seawalls as a basis for planning, design, and construction.
- Scope: Applicable to the WRA and its subordinate agencies for basic data observation and investigation related to coastal protection works and planning within their jurisdictions.
- Workflow: Conducted in accordance with the manual (see Fig. 1).
