  1. Project background and origin

    Due to the increasing public and industrial water consumption in the Hsinchu area, According to the Taiwan Water Corporation’s estimate that the water consumption in Hsinchu area should increase 198,000 CMD in 2006.In 1989 The Water Resources Agency estimate that the original water source and water consumption can only be maintained until 1998.

    In order to solve the water dilemma and support the long-term economic development in Hsinchu, The Taiwan Provincial Water Resources Bureau Planning Team (predecessor of the Institute) conducted preliminary exploration of the Second Baoshan Reservoir in 1986. Initial planning began in 1989. Made feasibility studies in 1993. "The Project Plan for the Second Baoshan Reservoir in Hsinchu County" was proposed in 1995(the location of the reservoir is shown in Figure 1). It was built by the Taiwan Water Resources Bureau (predecessor of the Water Resources Agency), the Taiwan Water Corporation and the Hsinchu County Government. It began construction in April 1997 and completed in June 2006.

    Second Baoshan Reservoir is located in Shanhu Village, Baoshan Township, Hsinchu County. It features an off-stream reservoir densign, and obtains excess water diverted from the Shang-ping River, which is a tributary of the Touqian River. After the sand sinking in the sediment silting basin, the water is Transbasin Diversion into the reservoir for storage and utilization.

  2. Summary of major developments in the project

    1986-1988Preliminary explored 7 possible dam sites to assess conditions such as topographical geology, water supply capacity, and inundation area at each dam site.
    1989-1991The Institute conducted an assessment of the possible dam sites of No. 2-1 and No. 2-2. The results of the analysis on geology and economy showed that the possible dam site No. 2-2 was more feasible.
    1991The Institute conducted preliminary survey and planning tests for the Second Baoshan Reservoir, including: surface geological survey, geological drilling test, dam material survey and test, topographic survey, and hydrology and water source analysis.
    1993-1994
    1. Convene a reservoir planning project description meeting - explain the current planning progress and discuss the borrowing area planning and related matters.
    2. Handle preliminary and feasibility planning work. For meteorological and hydrological review and analysis, reservoir inundation area survey and engineering planning design review and assessment, hydropower research, engineering materials survey and test, surface geological supplement survey, engineering geological survey and assessment, review of resettlement plan, environmental impact survey assessment, the Second Baoshan Reservoir operation and maintenance Guidelines, engineering materials investigation and testing establish a preliminary geographic information system, basic design drawings and geological surveys, and demolition and resettlement plans
    1993In response to the newly enacted environmental impact assessment law (December 30, 1994), the environmental impact statement of Second Baoshan Reservoir was prepared in 1993.
    1996The Institute conducted related planning for the joint use of Second Baoshan Reservoir with other Weir.
    Environmental Protection Administration announced “the environmental impact statement of Second Baoshan Reservoir in Hsinchu County is conditional development" on September 7, 1996.
    1997-2006The Second Baoshan Reservoir began construction in April 1997 and completed in June 2006. The total project cost is 10.5 billion TWD. The main purpose is to improve the water storage capacity of Hsinchu, and it can be combined with Baoshan Reservoir to increase the water supply by 282,000 CMD, which can improve the water supply and water supply stability in Hsinchu.
  3. Planning process and results

    2. Planning process plan

      1. Dam site plan:

        The Institute conducted a survey on the water source development of Fengshan river and Touqian river in 1986. After three years of investigation and selection of seven possible dam sites, chose two possible dam sites. Two possible dam sites were evaluated in 1991. Because the dam site has less dam filling, the inundation area was simpler and the raw water cost was lower. (16.38 TWD / ton), so the current Baoshan Second Reservoir dam site was selected.

      2. Transbasin Diversion weir plan:

        There are two original plans for the weir plan. As shown in Figure 2, the first plan is to use the existing dry trees weir to block the river rafts and increase the water intake at the inlet; the second plan is to build a new river at about 350 meters upstream. After assessing the difficulty of the construction of the newly built barrage and the difficulty of maintaining the deep flume, the first plan was adopted.

      3. Water source application plan:

        The original plan of the reservoir was to supply water for the Hsinchu area by a single reservoir, which was about 191,500 CMD. After considering the joint use with other reservoirs, the planning “Evaluation of Conjunctive Operation of Baoshan Reservoir, Baoshan Second Reservoir and Longern Weir” was conducted in 1996. The joint use of Longen and Baoshan Reservoirs increased the system water supply to 282,000 CMD.
