  To raise public awareness about marine environmental protection and to celebrate National Ocean Day on June 8, the Second River Bureau of the Water Resources Agency teamed up with the Shuiwei Community Development Association of Houlong Township to host the "2024 Houlong Marine Cultural Record Event" today (2nd) at the Houlong Sea Dike in Miaoli County. The event attracted approximately 300 participants, including marine culture enthusiasts and local residents.

  The Houlong Marine Cultural Record Event, now in its fourth year, began in March with a series of activities such as arts and crafts markets, DIY workshops focused on marine waste, a driftwood art festival, and sea dike murals. This year’s main highlights—"Beach Cleanup, Seine Net Fishing, and Clam Festival"—were led by Liang Ching-wen, the head of Shuiwei Village, and Fang Chien-chung, the chairman of the Community Development Association. Volunteers, visitors, and staff from the Second River Bureau collaborated to clean the coastline of marine debris through a beach cleanup. They also experienced the traditional fishing method of "seine net fishing," which involves pulling nets manually, and enjoyed clam digging on the beach. These activities aimed to foster a deeper connection with the ocean and raise awareness of marine conservation through action, education, and fun.

  Yang Jen-chieh, Director of the Second River Bureau, noted that the coastal region of Miaoli is shaped by offshore sandbars formed by sediment transport and coastal hill erosion, combined with waves driven by the monsoon. This has turned the area into a hotspot for surfing and recreation. Therefore, coastal authorities must not only focus on flood prevention and tidal control but also regularly maintain the coastal environment to improve marine quality. In recent years, the Second River Bureau has planted windbreak forests on the slopes behind the Houlong Sea Dike to reduce sand drift on the flood protection roads. By collaborating with local communities, the bureau hopes to understand local needs, integrate unique regional characteristics, and pool public and private resources to ensure the sustainable management of coastal resources, ultimately achieving a harmonious balance between humans and water.
