The Second River Bureau of the Water Conservancy Department of the Ministry of Economic Affairs subsidized the Miaoli County Government to handle the reconstruction of the Shahe Bridge on Shahe Stream and the agency bank protection project. In order to implement the supervision of project subsidy cases and demonstrate the determination to work with the Miaoli County Government to protect the Iijima silverback, the Bureau specially invited fish ecology experts and scholars Yang Zhengxiong from the Endemic Organism Research and Conservation Center of the Council of Agriculture, Executive Yuan, on January 22, 2011. Researcher Dr. Lin Wenlong of the Taichung Wildlife Association came to Shahe Creek for project supervision. Regarding the suspended construction site in the Iijima's silverback hot area, he is currently investigating how to avoid, mitigate or reduce the impact to protect the Iijima's silverback habitat and habitat in Shahe Creek. Miaoli County Government and other units are working together to find solutions. After on-site investigation by experts and scholars, the comprehensive recommendations are as follows:
1. Reduce the scope of construction and establish an avoidance area: The project stake number is about 0K+644~0K+720 (under the highway bridge), which is the Iijima silverfish habitat geothermal area. The project will be canceled without affecting flood control concerns. This range Set as avoidance area. The high beaches and riverside plants on both sides of the river are retained, and excess concrete blocks are moved to the flood control storage yard in accordance with public works procedures to avoid affecting water quality.
2. Mitigation: After the bridge is reconstructed, the construction support platform should be removed and discarded as soon as possible to restore the natural function of the river and shorten the construction period as much as possible.
3. In order to deal with abnormal environmental and ecological conditions, it is recommended that the Miaoli County Government set up a task force to coordinate the handling and control through a rolling review method.
4. The Miaoli County Government is requested to form a working team in the field of ecological background and engineering expertise to re-formulate ecological conservation measures and implement them in accordance with the provisions on ecological inspection precautions for public projects.
5. To protect ecological objects, conduct ecological monitoring during construction and completion and maintenance stages, so as to adjust ecological conservation measures in a timely manner. The ecological concern map was revised and an ecological inspection notice board was set up at the site.
6. The Miaoli County Government is requested to invite relevant environmental protection groups to confirm the relevant ecological conservation measures, processing schedule, scheduled avoidance and work scope before resuming work.
The Miaoli County Government stated that it will fully cooperate with the adjustment for ecological environment protection. Currently, the project is completely suspended, and relevant eco-friendly measures are actively being developed. However, due to the lack of research literature on the Iijima silverfish in China at this stage, it is expected to be completed in January 2011. On the 27th, relevant units and environmental groups were invited to hold a discussion meeting on eco-friendly measures, and suggestions from all walks of life were gathered to formulate a consensus to ensure the preservation of ecological preservation objects and to contribute to the Iijima family's homeland.
