The first wave of the northeast monsoon after the beginning of autumn is expected to strengthen on the evening of the 18th, while Typhoon Fengshen formed east of the Philippines on the morning of the 18th, moving west at a speed of 18 kilometers per hour. It is currently estimated that its path is more likely to pass through Luzon Island and enter the South China Sea. Affected by the combined effect of its outer circulation and the northeast monsoon, significant rainfall is expected in the northern and eastern regions from the 19th to the 22nd. All areas should raise vigilance and strengthen precautions.
Water Resources Agency Director Lin Yuanpeng presided over a flood control preparation video conference at the 9th River Management Branch at 9 AM yesterday (17th), instructing all river management branches to accelerate the completion of disaster prevention preparations and to proactively contact local government water resources units to understand the situation of historically flood-prone areas. At the same time, he required units such as the 8th River Management Branch to ensure that their own jurisdiction's flood control work remains uncompromised while supporting disaster prevention in Hualien, and to fully implement all preparation measures.
8th River Management Branch Director Kuo Chien-hung stated that all flood control engineering, gate facilities, mobile pumps, and water level and rainfall monitoring systems within their jurisdiction have completed inspection and preparation. They have also notified open contract vendors to prepare and stand by, maintaining close contact and coordination with the Taitung County Government, Kinmen County Government, Taitung Branch of the Forestry and Nature Conservation Agency, and Taitung Branch of the Soil and Water Conservation Bureau for joint disaster prevention. The branch will continue to monitor weather developments and ensure all flood control preparations are completed.
The 8th River Management Branch reminds the public to make typhoon preparations in advance, clean drainage facilities around their homes, and pay attention to weather information. With the recent spring tide, please pay attention to real-time river water levels and flood control information at all times.
