Tropical Depression TD09 is gradually approaching Taiwan, with the Central Weather Administration forecasting that it may strengthen into Typhoon Wipha. Starting this Friday, it could affect the Taitung area, bringing significant rainfall with a chance of heavy or torrential rain. The Kinmen area also has a probability of rainfall.
The Water Resources Agency of the Ministry of Economic Affairs held a flood control preparation video conference this morning (17th). Director Lin Yuan-peng instructed all river management offices to cooperate closely with local governments, deploying disaster prevention materials in advance, including pre-positioning sandbags and assisting with the allocation of water pumps. They were also directed to complete testing and functional checks of facilities such as pumping stations, waterproof barriers, water gates, and detention basins to ensure normal operation. Additionally, in response to the possibility of long waves accompanying this system, inspection of river and sea dikes will also be intensified.
Kuo Chien-hung, Director of the Eighth River Management Office, stated that the office has completed functional checks of flood control facilities within its jurisdiction, including dikes, water gates, and sea dikes. Mobile water pumps will be deployed flexibly based on wind and rain conditions. For key external water areas such as the Taitung Dike, relevant on-call contract machinery will be pre-positioned and ready for immediate deployment in response operations.
The Eighth River Management Office has also pre-prepared waterproof barriers, pumping equipment, and sensors for internal water hotspots prone to flooding within its jurisdiction. It has notified the Taitung County and Kinmen County governments, as well as relevant highway units, to activate a joint response mechanism. Flood control volunteers will conduct patrols and real-time reporting according to the flood control level, ensuring smooth information flow and timely grasp of disaster situations.
The Eighth River Management Branch Office urges residents in Taitung and Kinmen areas to clean their home drainage facilities early, prepare necessary disaster prevention materials such as sandbags and waterproof gates, and avoid visiting river access roads or coastal areas during typhoons to ensure safety.
