The Fourth River Management Branch of the Water Resources Agency held the Zhuoshui River Xin-Huwei Weir Dredging and Integrity Promotion Briefing at the Citong Township Office in Yunlin County on May 6, 2025. The event brought together a wide range of attendees, including Chief Prosecutor Huang Chih-Yung of the Yunlin District Prosecutors Office, Citong Township Mayor Liao Chiu-Jung, Legislator Hsieh Yi-Fong, Yunlin County Councilor Chang Wei-Cheng, Commander Yao Sheng-Long of the Army Artillery Testing Center, representatives from the Water Resources Agency, investigation bureaus of Changhua and Yunlin Counties, members of the gravel industry association, local officials, and community residents.
A featured session of the event included a lecture by Chief Prosecutor Huang Li-Fu of the Yunlin District Prosecutors Office, who shared practical insights on anti-corruption practices in public works projects. His presentation addressed real-world cases under the Anti-Corruption Act, ethics for public servants, and root causes of misconduct in government projects.
Through this event, the Fourth River Management Branch underscored the core value of "clean and competent governance" by promoting cross-sector collaboration among prosecutors, administrative agencies, contractors, and the public. During the session, guests participated in assembling an "Integrity Puzzle"—a symbolic activity highlighting the collective commitment to protecting the Zhuoshui River Basin through transparency and integrity.
In its dredging operations, the Office follows the guiding principles of Yu the Great: local adaptation, resilience, and collaboration. A variety of water resource engineering methods are employed, including river flow guidance, dust suppression, and groundwater recharge. To mitigate operational risks, the Office has established institutional safeguards such as separation of extraction and sales, multi-level monitoring, smart enforcement technologies, and a dedicated integrity platform.
Crucially, the Office continues to incorporate diverse public feedback to strengthen river basin safety and governance. After years of consistent efforts, the environment of Zhuoshui River region has been widely recognized for its positive progress and transparent management.
